The store captured me coming in and leaving store but camera pointed at my car couldn't pick up the image of car because there was not enough light on that side of the building. If I can get this video filtered to at least make out my outline getting in and out of car it may be enough to prove what I've been saying all along. " I was not driving the car". I haven't been able to get video yet but I was assured by one of the clerks that they could make a copy of it on disc for me.

First, you need to get a copy of the video. Once you have a copy of the video, you need to ask someone who has knowledge of technology. There may be some attorneys who have this knowledge, but I would guess that it is a small number. If you have an attorney for this matter, speak to him or her about this. If you do not have an attorney and you have been charged with a crime, you need to hire one or have one appointed to represent you if you cannot afford one.

At this stage, you would be smart to hire a good criminal defense attorney that can help you. Often in DUI cases, your result depends on the attorney you hire.
Regarding the video, first of all you need to obtain a copy. The attorney you hire can help you get the video. Once you get the video, you need to call the digital video experts in the area. Ask them if they can help you and also if they could testify in court, should you need them.
You need to hire an attorney immediately. They will then reach out to the Commonwealth and store to tell them to preserve the tape. That's an issue with a lot of theses cases, while the stores always seem to maintain the hurtful videos, they always seem to "accidentally erase," the helpful ones.
Once you get the video, then you can see if there's any hope to have it show what you want it to.
That said, not sure what kind of charge this is, but if you weren't the driver, presumably someone else was. Perhaps you get them as a witness? Think every avenue of proof, not just video.
Best of luck,

You'll need a tech savvy attorney for this one for sure! Police preserve videos in various file formats. Some of which will only play on the software provided on the CD. Depending on that software there may be some rudimentary brightness and contrast controls. If you can play the file with VLC media player then you may be able to access more advanced controls or download an add on to VLC with this functionality.
Another option would be to export a screen shot or take one with software on your computer and then use a program like Photos by Apple, Picasa by Google, or Photoshop to manipulate to brightness contrast etc. There can be issues associated with getting manipulated photos into evidence, but is your case a viable shot of a face not your own would be a good start in negotiating with the prosecution. An expert may ultimately be required but this gets pricey. Good luck!
You didn't mention the charge. But assuming this is a criminal charge the prosecutor has the burden of proof so maybe the fact that you cannot tell the driver on the video serves you well.
Also, I'll guess you knew who was driving your car so it's not clear how you are the one e catching a charge.
