Do I hv recourse for the tattoo artist? I'm of age but he never had me sign a consent form and caused an infection

I asked if he could cover my forearm tattoo with a design I brought in. assured me he could. He did the entire outline and colored in 1 flower. Took him over 2 hrs. Never should hv taken that long. He got up a few times. Dropped somethg on the floor. not sure what, and kept spraying my arm with lidocaine telling me it's supposed to numb it. All it did was burn. When he was finished with the one flower (10% of tattoo) he gv me some after care lotion to use on it. Said dnt use nuttin but that. A few days later the tattoo was oozing with pus and blood. kept getting worse over the following days. Was put on 2 rounds of antibiotics from DR & now I'm stuck with this horrible embarrassing mess on my forearm. I dnt think u can cover up a tat that's already tried to b covered. Do I hv any recourse?
