Can a bail bondsman call immigration on a client?

We payed bail bonds to release my brother in law, and the only information given to them was his name and address. However, when he presented to sign, immigration was waiting for him in the bail bonds office. Was it legal for the bail bonds company to call immigration on him?
There is no confidentiality privilege between a client and bail bondsman. I wouldn't jump to assume that is who called, but even if he did, it was not criminal.
