I have submitted a written request for reasonable modification in my apartment so that I can use the bathtub as intended. My landlord refuses to make the modifications, despite supporting documents from my physician.

A much more meaningful response might be provided if you included why your landlord refuses your request. Does he consider it unreasonable in terms of the extent of modification you are asking for? Or is it that he is asking that you pay for the modifications and to modify it back again upon your moving out? Something else?
