Trying to figure out if I can get a restraining order against my neighbor who loves to stalk me and creates issues that do not apply to him I am in a wheelchair and he demands acts upon me how to walk my dog and how to act with my trash or cutting my palms even cutting my grass he try's so hard to make my life a living hell which is so annoying lastnight at 10pm he flipped out about my dog going to the bathroom on my property which has nothing to do with him at all I need a good resolution to this matter
Sounds like your neighbor is a nut. You can do whatever you want on your property and ignore your neighbor even flip him off.
You can also call the police and try to make his life a living hell every time he bugged you.
However, I doubt that a judge will find two acts of violence and fear which would be the requirement for a restraining order based on violence or stalking unless you make at least two credible reports where he came and stalked you.
If you want to take a stab at it, you should hire an attorney who will definitely help you make your case and meet the statutory requirements rather then be laughed out of court, as often happens with unrepresented litigants.
I have provided a link below to self help forms. You need to look at the directions and definitions of the various orders of protection (domestic, repeat, stalking,...). I doubt that "domestic" applies to your situation, but the others may.

Since there have not been two acts of violence, your only hope is to show stalking as defined by the statute and forms already mentioned. Based on your description, it will be difficult to prove stalking in your case.
