Do I need any food license(s) or other licenses for handling tea leaves to package and sell in Massachusetts?

I'm buying tea leaves from a wholesaler source in bulk for my business to sell "tea bag" products online and offline.
I won't be making tea to serve at a cafe. Rather, these are packages where I plan to take the leaves and re-package them myself to sell. My supplier source has size and private labeling requirements so I thought it was easier if I ordered in bulk and do on my own.

Hi, Have you contact an FDA office in your state? Since that agency is responsible for issuing and enforcing licenses as they pertain to food, I would suggest you contact them directly for guidance. If you're supplier is one located outside of the country, then you will need to learn about import protocols and there's a lot of info on being an importer at www.cbp.gov - click the Trade tab
You should contact the FDA, local health department and MA health department. You should also consider setting up a corporate entity to provide liability protection. You can use the "Find a Lawyer" tab above to find a local business/corporations attorney.
