I had a capital one account placed with a firm called united recovery services. Why is another company collecting another bank?

The debt is almost 7k. Capital one had sent me an email a while back saying that if I did not make a payment then they would forward the account to an attorney with instructions to sue.

Your question is "Why is another company collecting" the Capital One debt. It is apparent that rather than giving the account to its attorney to sue you, Capital One sold the account to a debt collector. I agree that a bankruptcy may be appropriate if you have other debts that you cannot pay and a bankruptcy filing is otherwise appropriate. However, I also agree with Attorney Rubin that you may very well have a defense to this debt. An experienced attorney would present you with your options and make a recommendation.

The bank may have charged it off, sold it or they may be just handling it. For 7k my prediction is you will get served one day.

Mr. Bain is correct. Don't do like many people do and wait until the creditor has a judgment against them before they talk to an attorney. If the $7,000.00 is your only debt, an attorney may be able to assist you and settle the debt for less than the amount owed if you act soon. If you owe a lot more debt and this is just the first bank or creditor that is getting aggressive, you probably should talk to an attorney that handles debt settlements and bankruptcy matters. Remember, making an appointment to talk about bankruptcy as an option does not mean that you have decided to file a bankruptcy case. It just means that you want to find out the advantages and disadvantages of filing a bankruptcy case under your current circumstances. You can use the "Find a Lawyer" link above to search for an attorney in your area.

You are actually fortunate Cap One no longer has the debt and UCR does. UCR will have no proof from Cap One; the never do. Any good debt defense lawyer would be able to beat them if they actually do sue you. In you area, I would contact Greg Artim. Do not make any deals (nor partial payments!) with UCR until you have spoken with a debt defense attorney.
