Call the Department of Revenue or driver's license bureau. They should be able to look up your status on a computer. You may be on hold for some time. Call early in the day or just before closing time. Some states have records on line.

Only the Secretary of State can accurately answer your question. You seem to understand that you need the SR22 to get your license, but other than that nothing else you indicated in your question suggests you cannot obtain a license. Contact the SOS to find out for sure. You can call them, but may have better luck just going to your local SOS branch to find out if you are clear and what exactly you will need to show them to get your DL.
"Pulled over" is of no use in analyzing your situation. Did you get Supervision on all of the tickets? Were any dismissed as a part of a plea bargain? Have you asked the Lawyer who represented you about these dispositons? Have you gone to the court clerk and gotten copies of them certified outcomes? Have you ordered your driving abstract? Let's assume you were convicted of the no license and the no insurance. You can take the test, pay the fees and be awarded a Driver's License (you already have a DLN, you just don't know it.). Those privileges will be immediately suspended for the no license ticket (because you were a minor) for a year. You will also face a suspension for the insurance ticket. Last I heard, these were assessed sequentially, not consecutively. Start by getting a copy of your "Court Purposes" Driving abstract, take it to a lawyer who does license restoration and DUI defense. I think you probably just need a consultation and not full representation so go in prepared to listen and take notes. In the meantime, do not call the Sec'y of State.
