Is it legal to do face painting &henna tattoos in Union Sq., Wasington Sq., & Bam Park in NYC & ask for a fee or donation?

I'm a henna tattoo artist (temporary tattoos) and I'd like to offer body art in the park. A portion of the proceeds will go to the Queens Sickle Advocacy Network, a non-profit organization that helps people with sickle cell disease and their families.

No. You need to obtain the proper permits and licenses from the city before engaging in such an activity in Union Square. It doesn't matter that it isn't commercial.

Dear New York Artist: There may be an "artist" exception to the general rules relating to the need for a license. Start here with your research: http://www1.nyc.gov/nyc-resources/service/2938/general-street-vendor-license

No. You need permits and licenses for this. Tatoo (and temporary tatoo) shops are highly regulated and licensed to assure public safety. It is irrelevant that a portion of the proceeds will go to a non-profit. You should hire a lawyer to help you obtain the necessary licenses and permits.
