Can I work remotely or outside the country for a client on H1B. I know H1B outside the country is not needed but this will give me the flexibility of coming working onsite with client whenever I want.

An H-1B visa is meant for jobs inside the USA. Not abroad. USCIS will deny the H-1B petition if it sees that the job offered is in fact outside the USA.

H-1B requires that you are working in the US in accordance with the wages and terms of employment as indicate din the LCA.
