If a condo trustee is too sick to complete their duties and another takes over, can the sick trustee be fined?

I had a nervous breakdown and had to leave my job of 25 years. I also am suffering from memory loss, anxiety, depression and more. He insisted I provide him with all the records for the past eight years by a particular date. I was able to get some of the info to him but not on his schedule-I told him when I could supply it and I followed through. He fined me anyway. Banking records he could have gotten before he switched banks. I moved out of the condo prior to this because he was harassing me and he continues to tell lies about me to the other owners, verbally and in writing. He has also fined me for minor things my tenants have done and says they run a business out of the condo which he has no proof of. I got a big fine for that also.
