At this point, when filing the I-130 petition, all you need to do is establish the siblings relationship, as described on the Form I-130 instructions. You will have ample opportunity to provide his wife's paperwork some 12-14 years from now.

Hi, You need to be a U.S. citizen to sponsor a sibling, If that is the case, you will file a petition for him. His family members will receive the green card through him. The sibling green card petitions takes many years. Contact an experienced immigration attorney to explore other options for him and his family.

As a U.S. citizen, you file the FORM I-130 with USCIS on behalf of your brother. You will need to attach the birth certificates of both of you. The marriage certificate of your brother will not be required at this stage.

You merely need to show your US citizenship status, that he's your brother (same parents on both your birth certificates is best.) You can worry about the wife's papers when they go through the final process ... in around 10-12 years.
