With whom do I find my tenant rights under?

Apt. In Mass, recovery prog. aftercare living, funded help thru HUD,... inspections ect. Thru local housing authority and now building is owned and purchased thru another company which now had to merge with the orig. Prog. So the prog. Can still send clients here. So if I have tenant complaints, ques. Of my rights whose rules/laws do I follow?
