My neighbors did a dent in my car if I file a police report will the officer cite me I have no drivers license or insurance yet. It happened in the parking lot of my apartment I don't drive my car. Will I get in trouble if I have no drivers license or insurance but I don't even drive my car and I have a schedule appointment with dmv

It is illegal to drive a car without a license or insurance. You can own a car if you don't drive it. You should be okay.
