Hopefully you have a contract. I do not see any basis for turning this matter over to the police - unless you are alleging theft, fraud, etc. Talk to your insurance agent, maybe they can intercede on your behalf. I am sure you learned that you never pay up front. Most reputable companies will take a first payment when the materials are delivered to your site and being the tear-off.

For now, this seems a civil matter. If they just disappear and there are other issues, then you can contact the police and see about a criminal claim. This is under small claims and that is where you should proceed. Contact an attorney if you have questions on that process. I hope it works out.

This sounds like a civil matter: probably breach of a contract. I recommend hiring an attorney to assert claims in country court to get your money back and to seek reliance damages, i.e. losses that you suffered by not having the job done timely as promised. It sounds like the roofing company acknowledges that it owes you money, so negotiating a settlement plan with an enforceable payment plan is something that an attorney should be able to help you with. I hope this information provided a helpful starting point.
