How can i received my full benefits from VSI (voluntary selective Incentive) Inactive Ready Reserves

I applied to the board of corrections with facts to be reinstated into the inactive ready reserves with full benefits, including a yearly payment. I was denied because I didn't have a current physical even though I am not fit for duty, per my physician. They should have at least request transfer in to the retired reserve due to medical issues. Any help would be greatly appreciated I have already submitted a second request but it was past the 1 year time frame.
