What is the Federal Law Code for fraud committed by staff of Lottery who Tampered to win Lottery prize?
Why is this employees charged only with state crime not Federal if they committed Multi- State crime?

The lottery is a state institution so defrauding the lottery system should be a state charge. For that charge, seeing that you are from Arizona, an Arizona attorney should answer.
With respect to possible federal fraud charges, this may be introduced Under 18 USC Chapter 47 which deals with frauds and depending on the particulars it may fit a specific category that would come with its sentence maximum. Also, in the federal system there is a system of recommendation of sentence done by the probation service which uses a Sentencing Guideline that allocates levels based on several factors including the number of victims, amount of loss, etc.
If this charge would be filed as federal it would most likely filed under either wire fraud, if telephone, or internet access was used, or mail fraud if there was any involvement of mailing things, documents, etc.
It is hard to know without the facts.
However, I don't advise that you start delineating the facts on this public website as they may be used against you or the person/s charged.
I suggest you look for either a criminal defense attorney in your state if there are state charges or for a federal criminal attorney. There are many criminal defense attorneys that are experienced in fraud cases that practice in more than one jurisdiction or at a national level.
Freedom is always something worth fighting for.

Someone charged with committing fraud using either the telephone (wire fraud) or the mail (mail fraud) can be charged in federal court. But just because there is federal jurisdiction over an offense, there is no requirement that it be charged in federal court. Many offenses may be brought in both state or federal court. The decision where to bring a case may depend on what authority investigated it or which jurisdiction can impose the longer sentences. The fact that a lottery is multi-state does not prevent it from being charged in state court.
That is a very unique ?, id guess its very severe, if your asking for yourself/because your the target of this, you better call a local attorney asap, and I guess you could also google it
