Is it legal to handout coffee on the side of the road during a red light?

We live on a busy intersection in Nashville, and want to encourage people to vote in the upcoming election. Would it be legal to have free coffee on the sidewalk in front of our house that we hand to people (from the sidewalk) during a red light?

I do not think you would be arrested but it could be dangerous to you moving in and out of traffic. Potentially, the police could cite you for impeding traffic or causing a disturbance. The main issue is: what do you do if your piping hot coffee is spilled in the lap of a motorist? Who needs that liability? Hand out a cookie.

Also talk with the health dept. regarding handing out food, and talk with the election commission and police dept. about the public solicitation I changed your topic to administrative law so that you may get more help.
