My 9 year old son, video recorded neighborhood kids vandalizing our property from our upstairs window. Is it legal in VA?

They were loitering on my porch, and threw a football through my upstairs screen window ripping a big hole in it. I'm tired of replacing stuff. Our leases say that all children must be supervised by their parents while outside. No parents were present, I live in a townhouse style apartment that is all section 8 housing. I have sent my landlord a written complaint numerous times, but she fails to do anything because I have no proof. I've tried talking to the kids parents and they do nothing either. Can I use the video footage as proof? Only the property right around my apartment can be seen and it was done from my window upstairs. The kids also know they were being recorded. I know that it is unlikely these kids will be charged criminally but what about parental liability laws?

I don't see anything 'illegal' about the video your son took. And it can be proof that the damage to the screen was not done by your family and you should not have to pay to replace it. And unless they intended to break the screen I doubt that there would be any criminal charge from it. Show it to the apartment manager and leave it to them to have the other parents pay for the screen; you should not have to pay to repair it.
