I'm from an Indian Reserevation in CA, but live in AZ. Have erollment issues plus, does my attny need to be member of CA bar?

I have had a 20+ year battle with my reservation, as far as my obtaining enrollment et al. I have all appropriate paperwork, but previously been told by the tribal council, "It is never going to happen, and that is just that way it is". I recently received a document from the BIA listing the enrolled members of my tribe and saw my deceased sister (died 06/2014) was listed as "enrolled member". We share the same mother and father (father was enrolled) but I was the only one born in wedlock. I own property on reservation & have few other matters I seek legal advice over. Does my attny have to be a member of CA bar? My reservation has many dollars and a wide reaching influence, but that does not change the fact I am being treated unjustly and am having a difficult time having my voice hear
