Has TPS been granted to Nepalese citizens? If so how long will it take to take an effect?

I am on OPT status (F1 visa) from Nepal and was not selected in H1 lottery. My OPT status expires on November, and if so, I would have to go back for grad school. How long will the TPS will take to be in effect and how can I be eligible for it?

No... TPS has not been granted. We wont know your eligibility until they lay it out (assuming it is granted). Have you checked out the following page? It might be helpful - http://www.uscis.gov/news/alerts/immigration-relief-measures-nepali-nationals
