If the applicant send the additional evidences to USCIS based on the received letter for them but they USCIS still need more evidence, Do they make the decision after receiving the first additional evidence or they might ask for more evidence?

Upon receiving the response to an RFE, USCIS will make a decision on the case based on the evidence received. If the response was only partially responsive to the RFE and/or did not provide and/or respond/address each and every item requested on the RFE, USCIS will usually deny the application or petition. USCIS does not usually "give a second chance" by submitting yet another RFE in the aftermath of an incomplete RFE response. It simply denies the case.

If a person submits ample evidence, they make a decision. They do not ask for more evidence the second time around. Not enough evidence submitted to their satisfaction and the case will be denied.

You typically only receive another RFE if the first one was issued in error or asked for information that was improper for your filing.
