No occupancy permit in Duquesne

My landlord told me that he can not afford the taxes on the house that I am renting (for the past 6 month) Due to years of back taxes, he was also never able to obtain an occupancy permit. Am I entitled to a refund of any of the rent and/or security deposit that I have given him?

You would most likely not be entitled to the money you already paid out, however you should be entitled to the security deposit. Contact a local landlord attorney.
