Can I study 1st year on F1 & change to A1 in my second year of undergraduate and benefit the in state tuition in 2nd year?

I am a diplomatic passport holder. I have that status because of my father's job. I am starting college in NYC this August. My father is scheduled to start his next assignment in NYC in 6 months. Can I go on F1 Visa in August and then transfer to A1 once my father joins his office. Will my initial stay on F1 qualify me for 1 year domicile? Will I be able to benefit from instate student status on A1 second year onwards?
