Without knowing more it's hard to say. There usually needs to be some connection between a taxpayer and the location taxing them. You may or may not have this connection because of your work in the city. You could consult with your employer to see if their legal department might help you with this since it appears to be related to your employment. If they won't help you, you should contact a CPA or Tax attorney in Toledo to help you resolve this.
Are you a resident of Toledo? If not, it appears that tax has been withheld by your employer on wages earned outside Toledo and that you are required to file with Toledo because of that. In my opinion this is not a legal issue, but is a question to approach your accountant with. While a tax attorney may be able to help you, it would probably be mor expensive then just asking your accountant or calling the City of Toledo.
According to Toledo's rules, you are taxable on the amount of income that you earn within the City (I suspect that this is the pay your earn starting when you enter the city and ending when you leave the city.) You should contact your tax accountant and ask about your Toledo and State of Ohio tax liabilities.
Unfortunately, you do actually work within the City of Toledo since you deliver and pick up there. However, your employer is not required to withhold city income tax (currently 2.25%) because it is not located within the city limits. So, while you do not live within the city limits, since you work there you are subject to the income tax for the time spent within city limits. You can limit your liability by providing evidence of the time you spend in your job outside of city limits. This can be done with a written work schedule or manifest. The city auditors are willing to consider this information and help you reduce the amount of tax due. I suggest you contact them to arrange an appointment to present this evidence.
