can the dad of my child give his part of his custody to a girl friend,we have 50/50 custody and he signed and gave his girl friend power of attorny/care for child authoriztion of our child and she clams if anything happines,dies,jail...ext she gets his part of the custody..is this right?

A power of attorney does not include the ability to transfer his custody rights to his child.

Custody requires an order from a court with jurisdiction. A power of attorney cannot grant custody.
