Rules/Timing regarding serving opposition papers? Is there a rule to ask to dismiss the papers if served too late?

I had a hearing on July 2. The judged ordered that opposition papers must be returned and served on the 10th and the reply papers by the 15th. Does that mean that the other party must receive the opposition papers on the 10th, or if they are mailed to the other party on the 10th, it's ok? The other party said they mailed it on the 10th and still haven't received anything. Can I ask that the opposition papers should not be accepted?

You have to reject the papers as late in a timely fashion. You can also ask the judge to adjourn the hearing based on the fact that the papers were late. It depends on the judge.
