Do you have to pull over for a cop car with hidden lights (not pulling anyone over) in Illinois?

My son just texted me. He and his friends are coming home from vacation. The text says: "Got pulled over for not moving over for a parked cop car with hidden lights and going ten miles over the limit on the highway." The next text says there was a car going at least 90 right before they got pulled over. Is the "not moving over" part valid? We live in Indiana, this happened in Illinois. He also said the driver HAS to go to court. Is this true?
Its impossible to tell from what you wrote exactly what the story is. Why not wait for him to get home and get the entire story. For example, how does someone "not move over for a parked car?" It makes no sense. I suggest you calm down and wait until they get home.
Yes, the driver could be charged with not moving over for an overtaking car since the rules of the road say you must drive to the right unless passing.
Good luck.
There are many many many unmarked cruisers on the roads. If it is a police officer, yes, motor vehicle operators have a duty to pull over when the lights come on. Usually officers, for their own protection, identify themselves as officers immediately. If the officer issued a ticket or a citation then the ticket or citation will explain the procedure, whether this is a matter that can be disposed of with payment of a fine, whether the individual must appear, or whether a hearing is optional.
