Any fee that is more than 5 years old is not the responsibility of a new owner. Is this correct?

It depends and is not so cut and dry. If you bought a unit that had fees owed from the old owner, there may have been actions taken that extended the statute of limitations to sue on- such as some type of payment of the debt in any amount. That is generally correct, but there could have been a promise to pay or some other circumstances which extended the statute of limitations.
