Help with figuring out residency
My sister was born in the Philippines but have been working in Rome for 15 years. If I file the petition to have her come to US , will her residence be Philippines or Italy?

In which country is she a citizen? If it is Italy, then she will request a visa as an Italian citizen. If it is still the Philippines, then she will need to apply for a visa in that country.
