Work and I can move out with my daughter (not his) he refuses to pay for our phones, clothing and sometimes food. He is an alcoholic who we have had to call over 20 times to 911. Please tell me if I can make him pay for food or can I get assistance from the state since he refuses to take care of my daughter

You need to file for divorce and if he has always supported you, you can ask for spousal support. You didn't state how long the marriage has been and that is a factor in an alimony award. The child isn't his child so you have to go after the biological dad for child support.
