Can i still apply for H2B visa again even if i had not finished my H2B visa last two years ago because of not enough working hrs

I had an H2B visa valid from 03-07-2014 to 11-30-2014 but i was not able to finished it due to not enough working hours and i decided to go home. i went home last 04-29-2014. i also informed my employer about my plans going home but i dont have any idea what reason he put on my status after he said that it was okay going home. Now, I wanted to apply another H2B visa with a different employer this coming November 2015 and i am worried that i might get denied on the US Embassy here in the Philippines due to the fact that was stated above. Is there anything that i can do with this? What actions i need to take regarding with this issue? I hope you can help me with this. Thank You.

Make sure that the new employer uses an immigration lawyer and doesn't let a NON-ATTORNEY in HR touch the papers. He/she should be able to help with the Consul.

Provided that the new position meets the requirements of the H2B and there are no issues of inadmissibility, going home early will not bar you from obtaining another visa.
