Statute of limitations contributing to the delinquency of a minor in Virginia?

What is the process if a child takes the stand and admitted there parent has given them alcohol. The child was sworn in took the stand and thier statement is in the court report. I want to know why VA hasn't questioned the parent or pressed charges? How long doea a person have before is to late to have that parent face charges? Who do I speak to have this parent looked at? The child was 14-15 at the time, again its all in the court report. I was in the court room when this was said and the parent went home with their child no prosecution. Why is that so? If the child retracts the statements after being sworn in what happens then? If they are place on the stand against their own parent and lies when its in court papers? When are the charges dropped if no comes forward with this information?

Sounds like one parent in an acrimonious divorce is wanting to use the criminal justice system in order to "get back " the other parent. Generally the courts don't allow themselves to be pulled into that kind of a scenario. Nothing in your posts indicates the parent 'contributed to delinquency of a minor' and a lot more facts to be needed to know even if there was some kind of actionable behavior.
