Ok im pregnant, and though i am friendly with the father he does not want the responsibility. im ok with this and he has agreed to sign off on rights if he needs to. i was wondering if it were possible to have papers drawn up so once the babe was born we could just fill in the blanks of names and dates and be done? given that i live in Pa and it is a common wealth and not really a state i know that some things arnt as cut and dry as you will find them online so i wanted to get opinions and ideas. Thank you all for your time.
NO, absent an adoption action, he cannot just terminate his parental rights. Just the opposite, he MUST pay child support and would be best if he wanted to be an active, positive presence, i.e. a loving DAD, in the child's life.
Now were you to marry and your new husband were to file a step-parent adoption, bio dad could and should voluntarily terminate his parental rights.
You might want to contact a local attorney--you can use the "Find a Lawyer" link above. Most offer a free initial consultation. Good luck!
Unless the baby is being put up for adoption, the answer is no. He has the responsibility whether he wants it or not. PA is a Commonwealth but that is irrelevant.
