In CA, what is considered a reasonable amount of time to either be approved or denied application before a breach of contract?

We've now missed out on 3 other apartments due to this manager dragging her feet. And if we simply move on to the next place we will lose the holding deposit of a few hundred dollars. We are now down to 10 days to vacate our sold home (In another city, mind you) & can't even reserve a moving truck, or helpers, since she won't give us confirmation. It's been 9 days since applying & she keeps telling us, "Your credit is phenomenal, you have nothing to worry about, i just need to check your rental history." Yet, she is not checking with anyone!
The contract you signed should have said something about how long she can hold your holding deposit before making up her mind, but I'm guessing it doesn't, and you might have fallen for a scam of the landlord's. Read here for more info, though it doesn't give a definite time: http://www.dca.ca.gov/publications/landlordbook/looking.shtml, which means you resort to "reasonable." If she's held on to the deposit for too long and you've continuously asked her for a response, then tell her she's breached and demand she return it. If she says otherwise, then you can sue her in small claims.
