Can someone sign a car title over as a gift and then try to get the vehicle back?

My boyfriend was given a truck as a gift last month. Now the seller is trying to take it back. My boyfriend has the original title signed by himself and the seller. He went to the court house last week to get the new title and they told him the seller had already gotten a new title. Can the seller do this?
