Can I sue in small claims for plane ticket, train ticket and other expenses? Looking to sue stepdaughters mother.

I purchased international plane tickets ($1200), flight was non refundable non transfereable.. Purchased train tickets abroad for travel within country, paid passport app fee and other costs for step daughter to come. All purchased under pretense that mother was doing what she needed in order to get passport done. We all went to apply for passport in Feb, recv'd letter saying that mother changed her name and didn't match daughters birthCert. She never legally made the name change, so she went through the court to process the legal name change. I had been following up with her from Feb - June to which she said everything was taken care of and I could purchase tickets. Come to find out she incorrectly filled out every form required (i believe intentionally so it wouldnt be processed in time)

Are you two no longer in a relationship? Why were you buying these tickets if not? If you are, why would you sue your significant other (I note you refer to the "mother" but not your "wife")? Unless you can prove with positive evidence that the mother intentionally set you up to expend money knowing in advance she had no intention of going through with the trip, then you have no case. Unless there is some sort of separation agreement or court order that you purchase these tickets, then it sounds as though you made a gift of these tickets, and there is no basis for a suit. Just because the mother and your step-daughter do not use the gift of these tickets, whether by choice or by force of circumsrances, does not give rise to a cause of action on your part.
