I need referral to a lawyer who has experience in filing suit against US Government in Federal Claims Court over a tax issue.

This is a (941) tax issue which came about due to government error. The IRS expended too much time in resolving the issue and when I attempted to recover the funds taken, was told that the statue of limitations had expired. The central issue in this case is that the statue which was invoked, expired before the funds were actually levied so it appears that the statue is being applied retroactively. It has been appealed to the alternate resolutions disputes division of IRS and was told that the only path forward is through the courts. I need a lawyer who has actually filed suit against the US Government in either Federal Claims or US District Court in the Washington, DC area.
