I need two cease and desist letters sent on behalf of my daughter who is away at college.

I want it done professionally and delivered to a college dormitory to two separate students. I want it delivered certified so we know the correct people signed and received the notices. Is that something that I can hire someone here to complete and if so, what is an appropriate cost for this activity.

You can hire someone for that. Attorneys are not able to contact you directly off this posting due to ethical rules, but this website has a great "find a lawyer" tool you can use to find someone in your area. You should be able to call around to a few places and get estimates as well before you chose an attorney. Wish you and your daughter the best.
