I apologize if I don't know what you asked before, but this question is vague and lacking in details to be able to provide any kind of a clear answer. It may be best to consult directly with an immigration attorney.
Not sure what you mean by the way you phrased your question but if the green card has been issued and you were the petitioner or co-sponsor it is too late to withdraw.
It appears that you are trying to have someone's green card rescinded, which is not your decision, but rather up to USCIS. . i suggest you contact a local immigration attorney if this is not your question and I am misunderstanding what you are asking.
I am assuming that you are a spouse who has signed an I-864 agreement with the Federal Government to be responsible for an immigrant. The immigrant has left you and has a green card.
You can not have the agreement rescinded. This is an agreement between you and the Federal Government. In return for the immigrant being allowed to enter the country you agreed to be responsible for any means tested benefit she may receive.
I assume, like my colleagues, that you previously petitioned for and/or signed an affidavit of support on behalf of an immigrant who subsequently received his/her green card. Like others have stated, you do not get to decide whether the immigrant keeps his/her green card. But there are so few facts provided that it is impossible for anyone to give you any direction for what your legal rights are in this case. You should contact an attorney. There are many competent immigration lawyers in Salt Lake and Utah Counties, many of whom offer free consultation. Contact one and they'll be able to sit down with you and discuss your options.
