Pa supreme court ruled on a case in 2007 that involved a corrections officer who took a voluntary demotion from Lt who lost all of his 20 years state senority. Court ruled that the dept of Corrections violated the civil service act and ordered the them to reinstate his senority. I recently took a voluntary demotion from the same position and exactly like that situation I lost 8 years of state senority. Can I receive any help from the court in this scenario?

It is difficult to respond to this question because you have posted only the most rudimentary amount of facts. You should get a consultation with an attorney where you can lay out all the facts and have a meaningful discussion about the case. If you described the facts in more detail, the lawyers on this forum could get an idea. Was there disciplinary action? Did you get remuneration? Was there a contract signed? Were there releases?
