Is it legal to video tape a minor when the guardian has explicitly not given consent?

If in a public place someone overtly records a minor child even after the parent or guardian has explicitly denied consent, is that allowed? I see a proposed bill from 2012 that would specifically forbid this, but not sure what ever came from this. Thanks!
As a general rule: anyone can video anyone else in public space. No consent required. There is no expectation of privacy in a public place. What is done with the video or picture is a different matter.
There is an insufficient factual basis to answer your questions and address your concerns. You need to rewrite your statement in the form of a meaningful question for someone to be able to provide useful ideas. Good luck.
Generally you can record what you can see. Whether you can PUBLISH a picture is a different story. Not directly into someone's home or a bathroom / changing room, but pretty much anywhere else unless specifically prohibited by law or an agreement you made by entering the place (like filming a concert)
