Is there a board or reporting service to report wrongdoings of physicians? - Follow- up to previous issue on injury.

Regarding my sister, we are not looking to sue, but would like to know what rights a patient has when the physician does not follow standard practice such as informing the patient of risks for procedures, doing procedure without following standard practice, etc. Is there a board or reporting service that these type of issues can be reported to and normal people can look up when searching for a new physician. Recap - sister with SLE and prior kidney failure was not informed of risks for CT, standard procedure was not followed for premeds and lower or no iodine. She had an allergic reaction including kidney output. When trying to contact the doctor, he never returned call. We feel the doctor was negligent and should be reported, but where?
