Once a debt is paid in full, and the remaining balance is only late fees accumulated during the repayment, is it legal for the company to add late fees to the late fees?

If there are still late fees remaining on the account then the balance is not paid in full. The late fees are pursuant to your agreement with the credit card company and you must pay them off or negotiate a debt settlement for a lesser amount that they agree to accept as payment in full. If you do not pay the remaining fees on the date they are due each month, they can charge you a late fee as long as it is in accordance with your agreement with the card issuer. I would contact the company and attempt to settle the debt. Often companies will be willing to take off some, if not all of the late fees. Make sure that you get written proof that it is payment in full when you pay it off. I have seen this happen one too many times, where a person thinks it is fully paid off but a couple dollars in servicing charges or fees remain and then the person gets hit with another $35.00 late fee.
