There is actually a particularly carved exception to the requirement for you to have gathered in person as my colleague pointed out. You may explain that Islam generally prohibits a single male and a single female in being alone together as cited in a number of authentic hadith. This is even particularly the case if one is from a country that generally makes this a crime or punishable offense.

In filing the petition for the K-1 visa you will need to present evidence that you are unable to meet your fiancé. The federal regulations allow for two exceptions: (1) that the requirement to meet your fiancé would violate strict and long-established customs of your fiancé's foreign culture or social practice; or (2) the requirement to meet would result in extreme hardship to you.

As my colleague has mentioned, the federal immigration regulations provide for certain exceptions to the "meeting" requirement. If you and your fiance can demonstrate that you are unable to meet because of your religion and this is a customary practice, then you may qualify for the exception. It is important to document this as well as possible, and thus you should consult with an immigration attorney who can explain the procedure, details, and all necessary supporting documents.

Maybe you could meet in a third country (not your home, not your fiance's home?) If not, there are 2 exceptions, as the other attorneys mentioned. You need to submit evidence that the requirement to meet your fiance in person would violate strict and long-established customs of your foreign culture or social practice; or the requirement to meet in person would result in extreme hardship to you.
