Row house neighbors roof higher/ defective gutter, water flooding my foundation what are my rights have sent complaints to city

Live in Baltimore, Md. Have sent 3 complaints to City housing. Neighbor has not repaired gutter. Had to install sump pump near french drain out back door due to water coming from neighbors roof. Still has not repaired gutter. Now I want to have new roof installed on my house and roofer says he needs waiver from this neighbor allowing roofer to put new roof on my house. But since houses are adjoining need neighbor to sign waiver and he is refusing because he thinks I have sued him. Do I have any recourse?
Get a roofer or other contractor to give you a recommended solution to the defective gutter issue, and the cost, plus an explanation of what damage is being caused to your property. Take the estimate and report to your neighbor and try to get his/her cooperation to address the issue. If not, you can make it clear that you will cause repairs to be made to correct the foundation damage, and will sue him/he for reimbursement. And say that you will sue as many times as the continued concentrated water flow from his/her property causes damage to your property. I do not see this as a city government issue, so not sure you will get anywhere with the city.
Shared common walls create this issue in Baltimore City. In some cases, we have had to sue Baltimore City to compel enforcement of its rules. In other cases, we have had to sue mortgage companies that foreclose but neglect properties. And in other cases, we have sued neighbors for creating a nuisance or dangerous condition for diverting water, or failing to control run off.
