My sister and brother in law filed chapter 13 bankruptcy when he was working earning more money than now & they are not able meet the amount set by the bankruptcy court. They have contacted their attorney but the attorney is not bothering to return the call. Can they file without the attorney to have the financial information adjusted to reflect the decrease & lower the payments. They only have seven more months left.

If there is an attorney on record, they should not go around the attorney, An amended plan will need to be prepared and confirmed. They are not likely to be able to do this as it needs to be done, and failing to do it right could jeopardize the entire situation. That would be a pity when they have clearly done so well that they are so close to completion and discharge. They need to be insistent that the attorney contact them immediately. Perhaps a FedEx delivered to his office, marked URGENT will get his attention, particularly if the letter makes it quite clear that his failure to respond will put their plan in jeopardy and that they will seek other counsel. The letter should state an exact date by which he needs to contact them or they will go elsewhere. They would be free to consult another attorney and to hire other counsel if this one is not doing his job.
