I cannot understand what you are attempting to ask. Asking questions in a forum like this may not be the most effective way for you to seek an answer to your question. You may be better off using the Find a Lawyer tab to see if you can find a local attorney who will offer a free initial consultation.

That's quite a mouthful! I think you would be best served by talking to a local attorney or legal aid service to help untangle the issues.

Both Attorneys Baunstark and Martin are correct. Seek counsel with a local attorney who handles civil rights claims. Then, before seeing such counsel, consider writing down what it is you want the attorney to fix if he or she takes your case. Or, put it another way, state what exactly would change if you could make the change happen through to a lawsuit. Finally, think of how to present your concerns in about 15 words or less. You can speak more in the meeting with the attorney, but this approach might get you focused and make the best use of your time and the attorney's time. I hope this helps, and good luck!
