May a prisoner in the state of Florida study at a university through mail while in prison?

May a prisoner in the state of Florida study at a university through mail while in prison? I know some states have programs through which inmates can earn a higher degree education but I am not sure about Florida. I know of two universities already which have such programs such as Adams State University. A friend of my mom was just sentenced to 30 years in prison and my mom is trying to help her out earn a higher degree education while in prison as her friend requested. Is this even possible. Do prisons in Florida actually allow this. Are there more universities who have such programs? Thank you all in advance!!!!
