What can I do if they try and put me on a First Level Reminder for calling in due to bad weather conditions?

I work for a state facility in Lubbock.It is the Lubbock State Supported Living Center .Before the week of Christmas we signed an in service saying that if we called in the week of Christmas that we would be placed on a First Level Reminder .however we have blizzard warnings in affect and it has snowed up to 4 inches and will continue off and on through Monday Morning.My car got stuck in my drive way 2 times.

Without knowing how "serious" a "First Level Reminder" is, I can't say if there is anything you need to do. It would probably be helpful if you have photos of your car stuck in snow in front of your house. This might be useful if you called in for Christmas Eve and Christmas Day which would look suspicious for many reasons.
